Suspect accused in 2017 homicide case appears in Linn County court

A Linn County judge on Thursday set a $1 million cash bond for a 19-year-old accused in a 2017 homicide case.

James Phillips appeared in court Thursday morning on a first-degree murder charge. He was already in jail on previous charges not related to the case.

According to police, Phillips shot Leland Harris, 34, in the 500 block of 10th Street SW in Nov. 2017. Officers have not said how the two knew each other.

Phillips is also facing theft and weapons charges connected to the case.
