Police in Bettendorf said a man is facing charges after a 2-year-old fell out of a moving car Wednesday morning.

According to

, police said the car was turning into a Hy-Vee parking lot when the door opened and the child fell out.

Police said the child was not wearing a seatbelt nor was he in a car seat.

An off-duty officer saw the whole thing and called for help.

Police said they found the boy climbing around the car. He appeared to have a bump on his head along with bloody fingers. He was rushed to the hospital with non life-threatening injuries.

WQAD reports the child's father, 31-year-old Wesley Hendley, of Rock Island, was in the passenger seat of the car when it happened. By the time police arrived, he was inside the store.

Hendley was charged with child endangerment and cited for failing to restrain the child. He was also arrested on an outstanding warrant.

According to police, no one from inside the car called 911.

Authorities said they found a car seat in the trunk.

The driver of the car did not get a citation because a parent was in the car, and is ultimately responsible for the care of the child, police said.
