Iowa DOT explains intersection changes on Highway 20 in Dubuque

DUBUQUE, Iowa (KCRG) -- Construction of the SW Arterial in Dubuque continues, but recent changes are confusing drivers.

The Iowa Department of Transportation recently opened the intersection at Old Highway Road and Highway 20 and closed the intersection in front of Menards.

It means drivers now have to use the new frontage road to get to Menards. They can get onto that road at the Old Highway Road intersection.

An Iowa DOT engineer says there aren't any signs up to warn drivers about the closed intersection at Menards, and there are no plans to add any.

"Sometimes we will (add warning signs), this one it wasn't planned," Resident Construction Engineer Hugh Holak said. "By the time a sign is printed everyone would be familiar with the new plans anyway."

That old intersection at Menards is being deconstructed and will never reopen.

Holak said it was always intended to be a temporary entrance.

The entire SW Arterial project could be finished as early as December of 2019, but Holak said it will probably open in July of 2020.
