UPDATE: Man arrested who had gun at CR city services building

Russell Jay Howard, 42, of Solon, was arrested on September 1 after he was discharged from the hospital and taken into police custody around 9 a.m.

Howard was arrested for Carrying Weapons and Unauthorized Possession of an Offensive Weapon. Howard went into the building with a shotgun that was altered to a barrel length less than 18 inches.

He was transported to the Linn County Jail.

Police say the name of the person who had the shotgun is not being released due to medical confidentiality. They say he is being evaluated at Saint Lukes.

Cedar Rapids police say a man entered the Cedar Rapids City Public Works Department Streets Division building located at 1201 6th St SW at 10:38 a.m. with a shotgun.

At this time they believe he intends to harm himself, not any employees.

The police believe a majority of the employees have been evacuated from the building.

Law enforcement from around the county is responding.
