possible tornado on F28 1 mile West of NL exit: 4 from I 380 at 7:19pm on 07/18/07

I was driving out to my grandmothers farm to check on her, when I got there I saw this. It was rotating slowly and was all the way to the ground, it was comming over a bean field and was very calm until it passed at which point it got very windy and rainy. Was this a tornado?
