Not sure what to call them. At first I thought of the Pilsbury Dough boy and then cotton ball.

are called "mammatis' clouds, formed when winds in the upper atmosphere blow downwards ,or spike? downwardsand cause the clouds to bubble as they looked-this according to the weatherman on channel 2.
