Neutered female. No collar.
Picked up at Palisades-Kepler State Park on Monday afternoon.

What kind of tags? ID tags? If they are a phone number, you can use 411.com reverse number search and maybe pull up who the number belonged to. This will give you a name. If they are numbers on rabies type tags, it should list a vet. office too.
