i found a white little dog and they have tags but i the number on the tags r not working what do i do?

What kind of tags? ID tags? If they are a phone number, you can use 411.com reverse number search and maybe pull up who the number belonged to. This will give you a name. If they are numbers on rabies type tags, it should list a vet. office too.
