they were transporting prisoners from the linn co jail, full of guys in orange. about 3 or four city buses staged them up the street then with lots of officers. then sent them to anamosa and points not disclosed. they started floating at smulekoffs toward the curb. they opened the doors and let water in and then got the wheels back on the ground and drove out.
you can see how deep the water was on the front window of the bus. a couple of the buses tore off the side of the bus
