No Freight Rule?

The Union Pacific brought their local through downtown Cedar Rapids on Wednesday April 9th and again it tied up traffic all around town. It was around 4:30pm when the train arrived and started to tie up all of the downtown crossings.

If I am correct, did the city impose a curfew for train traffic with the UP on not bringing their trains through town at about rush hour?
