Hillary Clinton on Social Security Reform

WATERLOO (AP) - Democrat Hillary Rodham Clinton says she
would move more carefully than her rivals on dealing with looming
shortfalls facing the Social Security system.

Her move came as rival Barack Obama says he would lift the
income ceiling on the Social Security tax. Currently, only the
first $97,500 of a person's annual income is taxed; the cap is
scheduled to rise to $102,000 next year.

Clinton, campaigning yesterday in Waterloo, says lifting the cap
would amount to a trillion dollar tax increase.

She says it's smarter to deal with the issue by listening to the
recommendations of a bipartisan commission.

She says responsible fiscal practices could bolster the economy,
which would in turn make the fund more healthy.
