WATERLOO, Iowa - Waterloo police say crime rates in the city are slowly decreasing.

Overall, arrests in Waterloo dropped by about 8.5% from 2012 to 2013.

Some white collar crimes, including embezzlement, credit card fraud, and ATM fraud, did jump. Waterloo Police Captain Tim Pillack says that type of crime is a major concern for the department.

"More and more people are becoming victims of fraud, and unfortunately, it does take up quite a bit of our time," Pillack said.
