WATERLOO, Iowa - Two teens have been charged with first-degree arson after police say they detonated a bomb at the Waterloo Public Llibrary last month.

Marqwane Shakeen Christopher Smith, 16, of Waterloo, is in custody at the Black Hawk County Jail. Nekema Ziquavise Carter, age 13, also of Waterloo, was released to juvenile authorities.

Police and fire crews were called to the library Jan. 22 for a reported explosion. The library was evacuated, and when officers arrived, they found that a chemical bomb had exploded, damaging the floor of the library.

The two teens admitted to police that they had made the explosive device, took it to the library and detonated it near some bookshelves. No one was hurt in the explosion.
