IOWA CITY, Iowa - A 41-year-old Iowa City man is facing a charge of third-degree harassment after police said he plowed snow in an alley on Thursday and left mounds so residents couldn't pass.
Thomas Randall, who lives on Kirkwood Avenue, was plowing an alley in the 900 block of Summit Street, which intersects with Kirkwood, according to an Iowa City police report. Neighboring residents became upset and confronted Randall, eventually contacting police after 6 p.m. Thursday, according to the report.
Officers asked Randall to remove the snow, which he agreed to do, police reported. But then Randall started walking down the alley yelling profanities including, "(Expletive) you. You're gonna be plowed in," according to the report.
Police reported that Randall has a history with the resident who called authorities, and that victim is afraid of him.
Randall does not have a significant criminal history in Iowa.
