Police: Man Says Bad Belt Caused Indecent Exposure

IOWA CITY, Iowa A homeless man is accused of exposing himself to two women Tuesday afternoon. He allegedly told Iowa City police a faulty belt was to blame.

According to criminal complaints, shortly before 4 p.m., 51-year-old Vincent J. Vogelsang was witnessed by two women who said he saw them in a window and then dropped his pants. The women told police Vogelsand proceeded to make "lewd and sexual gestures" toward them.

Police found Vogelsang, who told the officers, "My pants just fell down. My belt didn't work," according to the complaints.

Vogelsang was "highly intoxicated" at the time and submitted to a preliminary breath test that showed a blood-alcohol content of .264 percent. He has multiple prior convictions for public intoxication, mostly recently in March 2013, September 2012 and June 2004, police said.

Vogelsang was arrested and charged with indecent exposure and public intoxication - third or subsequent offense.
