DUBUQUE, Iowa — Emergency crews in Dubuque are responding to a small explosion that forced a manhole cover to shoot into the air.

Lt. Steve Radloff says a loud boom was reported at about 4 p.m. behind the Dubuque County Jail. There are no reported injuries. Radloff says the explosion caused a manhole cover to lift off its base and into the air.

Witnesses reported of black smoke billowing from the manhole.

The Dubuque County Sheriff's Office and the Dubuque Fire Department also are investigating.

One business has been evacuated. Authorities believe the incident is utility-related, but additional information was not immediately available.
