Man Charged With Illegally Tattooing 15-Year-Old

CEDAR RAPIDS, Iowa - Danny T. Stokley, 25, was arrested Thursday on charges he illegally tattooed a 15-year-old at Stokley’s northeast Cedar Rapids apartment last month.

Stokley is charged with tattooing without the required state permit, a serious midemeanor that can draw up to a year in jail and an $875 fine.

Stokley tattooed the youth Dec. 24 at his apartment at 2102 North Towne Pl. NE, police Sgt. Cristy Hamblin said. The incident was reported earlier this week, and he was arrested about 6:45 p.m. Thursday. He was released from jail after an initial court appearance today.

State law bans tattooing in homes, apartments, or garages, and a permit is required to show the operation complies with health codes. It’s also illegal under state law to tattoo anyone under 18.
