Iowan Again Ruled Incompetent To Stand Trial
STORM LAKE, Iowa (AP) A northwest Iowa man again has been ruled incompetent to stand trial in the slaying of his brother and stabbing of his parents.
Station KAYL reports that custody of Jose Tovar was turned over on Monday to the director of the Iowa Medical and Classification Center in Oakdale.
The 25-year-old Tovar is accused of stabbing to death his 21-year-old brother, Miguel, and wounding his parents in Storm Lake on Feb. 19, 2006.
At various times over the past seven years Tovar has been found mentally incompetent to stand trial and then found competent.
Court records don't show that Tovar ever made a plea to the murder and attempted-murder charges against him.
