Official Backs Decision To Withhold Video
IOWA CITY, Iowa (AP) The head of the Iowa Public Information Board is backing the state's decision to keep secret a video that allegedly shows workers at the Iowa Juvenile Home mistreating a teenage resident.
The board's executive director, Keith Luchtel, says in a report Wednesday the video is confidential under an Iowa law that protects the identities of those receiving state treatment services.
The Des Moines Register had sought a copy of the video from the Department of Human Services, which operates the home in Toledo. A newspaper investigation has led to major changes at the home, including limits on its once-widespread use of seclusion cells.
Luchtel says the video depicts an incident inside one of the cells that led to the firing of four workers and criminal assault charges against one.
