Iowa City Schools Agree to Review Enrollment

IOWA CITY, Iowa (AP) - Iowa City's school district has agreed to examine its overrepresentation of African American students in special education.

The U.S. Department of Education's Office for Civil Rights announced Friday a comprehensive agreement with the Iowa City Community School District. It commits the district to specific actions.

A compliance review initiated in August 2010 examined whether the district discriminated against African American students on the basis of race or disability when evaluating them for placement in special education. An investigation showed African American students are enrolled in special education at a rate that's disproportionate to their enrollment in the district.

The district, which voluntarily entered the agreement, has agreed to several actions, including hiring an expert to address the overrepresentation.
