Dubuque Neighbors Asking for More Police Presence After Street Fight

DUBUQUE, Iowa - Some neighbors in Dubuque say police need to step up enforcement after a large street fight Sunday evening.

It happened near the corner of 17th and Jackson Streets. Police responded to that area just before 7 p.m. They found Ricky J. Dole, 50, bleeding from the head.

Police arrested a 13-year-old male for assault with injury. Police arrested a 16-year-old when they found him carrying brass knuckles. Officers also arrested Troy Freiburger, 18, for disorderly conduct and carrying a concealed weapon. Police said Freiburger played a role in the fight and had concealed a rock inside a sock.

Officers also arrested Leslie L. Vanscoyoc, 42, for disorderly conduct and public intoxication.

One neighbor, who declined to give him name, told TV-9 prior to the attack, neighbors saw teens carrying baseball bats and brass knuckles, so another neighbor called police.

He said, "why didn't they take care of it the first time or the 2nd time or the 3rd time the same woman called? "

Police maintain they did respond but didn't see any criminal activity.
Then after the fight, police say witnesses and victims at the scene were uncooperative

Dubuque Police Lt. Scott Baxter said, "if people are afraid and scared you'd think they'd want to work with us and be on our team versus the bad guys team. So we can work together and enhance safety in that area. "

Neighbors believe Sunday's fight was part of gang activity. They say it's a new to Dubuque gang called, M.M.G.

Police say they are aware of that Gang's presence, but not in Dubuque.

Baxter said, "it's not prevalent here. At least not to our knowledge. If people have information or intelligence regarding that we want to know about it. "

Police say despite the lack of cooperation at the scene, they were able to determine Sunday's fight was not a random attack. They say instead it was retaliation from something that happened on Saturday.
