DES MOINES, Iowa (AP) - The city of Des Moines has taken a step toward banning parking on city streets during snowstorms until the streets are cleared by snowplows.

As the street pavement outside soaked up the summer heat on Monday, the City Council passed the snowstorm proposal on first consideration. The measure faces two more council votes before being adopted.

Public Works Director Bill Stowe told the council that he residents wouldn't be happy about being forced to find other places to park. But he says the new ordinance would improve safety and city services while cutting potholes and related program costs.

It has been Des Moines practice to plow around vehicles parked on streets. That would be continued in some densely packed neighborhoods.
