City of Dubuque, County Settle With Man in Alleged Abuse Case

DUBUQUE, Iowa (AP) The city of Dubuque and Dubuque County paid more than $70,000 to a man who claimed he was beaten by officers and bitten by a police dog.

The Telegraph Herald reports Monday that city documents show the county paid $67,500 and the city $5,000 to Nicholas Steffen in exchange for the dismissal of his federal lawsuit against the two entities and five officers.

The city and county deny liability in the case.

Steffen, formerly of Dubuque, filed the lawsuit in October but it dates to November 2010 following a police pursuit, when Steffen climbed over an overpass railing and threated to jump.

Officers pulled him back and Steffen claimed they beat him and a dog bit him.

Steffen later pleaded guilty to charges of domestic assault and eluding.
