Culver Order Helps Union Contractors

DES MOINES (AP) - Gov. Chet Culver has signed an executive order telling state agencies to consider signing agreements for big construction projects that likely would favor labor unions.

Culver signed the order Wednesday after giving a fiery campaign-style speech at a convention of the Iowa State Building and Construction Trades Council in Des Moines. The order calls for agencies to consider signing agreements on projects of $25 million or more that spell out the pay and benefits for workers.

Agencies wouldn't have to sign such agreements, but Culver says the presumption is that they usually would. That would give labor unions an advantage over nonunion contractors, which aren't typically prepared to provide specifics on their worker pay and benefit packages.
