DES MOINES (AP) - Thousands of Iowa government employees who receive taxpayer-backed retirement benefits have returned to government jobs in each of the past two years.

The Des Moines Register reported Sunday in a copyright story that more than 6,500 Iowa public employees have received both pay and pension checks in each year. The practice is known as double-dipping.

The issue has come up as the Iowa Senate approved a bill Thursday that encourages early retirement of government workers but prohibits participants from returning to state jobs.
