WASHINGTON - Tonight President Obama will formally announce his strategy for Afghanistan and Pakistan in a prime-time address at the United States Military Academy at West Point, N.Y.

The president is expected to announce that 30,000 additional U.S. troops will head to Afghanistan -- bringing the total to 100,000 troops -- with a more focused mission and an exit plan that relies on training Afghan national forces.
