CR Looks to Revamp Recreation & Parks Post Flood

CEDAR RAPIDS - What sort of post flood park and recreation system will the citizens of Cedar Rapids support? That's a question the city is hoping will generate both community interest and direction in two open house events scheduled for next week.

The flood wiped out some facilities, like the city's Time Check neighborhood recreation center, so rebuilding some of the park and recreation facilities is a must. But on a tour Thursday, city and rec leaders say they want more from the public.

They want to look at how the city might revamp the entire recreation and parks system.

The Ambroz Rec Center is an example of a 100 year old building that's outlived it's life as a place to offer rec programs.

At the open house, the city will present several Options.

The first would include rebuilding scattered facilities--which is much the same plan that exists now.

The second would offer larger and new facilities in more central locations and would include a multi-generational indoor rec center that might carry a price tag of $80 million.

A third choice would combine some parts of both other plans.

The city will also present some ideas for using the green space created by flood buyouts.

Even with FEMA reimbursement, the more ambitious plans will require tax dollars but even in this economy, the city isn't sure what the public will want until they ask.

"We don't know if people want it badly enough. If people want it badly enough they're willing to take less in other areas. Then fine...it's their money," said Kay Halloran, Mayor of Cedar Rapids.

In addition to the park and recreation question, the city will also discuss damage to public buildings. City leaders say planners have up up with 22 different options for six buildings including the one generating the most discussion--Veteran's Memorial Building also known as city hall.
