Man Receives Suspended Sentence in Sex Abuse of 9-year-old girl

CEDAR RAPIDS - Family members of a 9-year-old child who was sexually abused asked a judge today to punish the man who hurt her but also asked that he receive counseling.
Ryan Fligor, 20, of Cedar Rapids, who made an Alford plea last month in Linn County District Court, was given a five-year suspended sentence for lascivious acts with a child as part of a plea agreement.
He will be on supervised probation for four years and will be placed on parole after the probation for 10 years because it is a sex crime. He also must complete sex offender treatment and register as a sex offender.
Sixth Judicial District Judge Fae Hoover-Grinde told Fligor this was his opportunity to change his life and make good choices.
Gregory Finch, a relative of the victim, said he considered Fligor a friend of the family’s before this happened. Finch said he was concerned Fligor has never apologized to his family or shown any remorse for the hurt he caused the child he known since she was born.
Kjas Long, Fligor’s attorney, said Fligor has mental health issues and suffers from a depressive disorder that caused him to “blackout” and he doesn’t remember hurting the child.
Fligor declined to speak at the hearing.
