Strawberry Point Man Faces Kidnapping & Sexual Abuse Charges

FAYETTE COUNTY - Saturday around noon, the Fayette County Sheriff’s Office took a report from the Buchanan County Sheriff’s Office of a sexual assault victim at a residence in Lamont, Iowa who was assaulted in Fayette County.
Once Deputies and members of the Fayette County Sheriff's Office Domestic and Sexual Abuse Response Team (DASART) arrived, they spoke to a 16-year-old female victim who reported she was taken by vehicle to a remote location just northeast of Arlington and sexually abused. The victim was taken to Oelwein Mercy Hospital .
After an investigation, the Fayette County Sheriff’s Office filed charges of sexual abuse in the second degree and kidnapping in the third degree against 38-year-old Dustin Lloyd Millard of Strawberry Point.
Fayette County notified Clayton County Sheriff’s Office that Millard faced these charges and also informed deputies there what vehicle Millard was last seen driving.
Around 4:30 Saturday afternoon, a Clayton County Conservation Officer located Millard's vehicle and stopped him about two miles from his address. Millard was taken into custody without incident.
After Millard was taken into custody, the Fayette and Clayton County Sheriff’s Offices, the Clayton County Conservation, the Iowa DNR, and the Strawberry Point Police conducted a search of Millard’s residence just northwest of Strawberry Point. Authorities found Ginseng root, more than 17 marijuana plants, 25 possible marijuana plants, and other items that may lead to the filing of more charges in Clayton County.
Dustin Millard was transported to the Fayette County Jail on the sexual abuse in the second degree and the third degree kidnapping charges.
