CEDAR COUNTY - The Cedar County Sheriff's Department along with animal rescue representatives removed a dozen horses from a home just east of Lisbon. The removal was apparently based on unsafe conditions at the farm as well as claims of animal neglect.
The search warrant was served at the home of Janie Lloyd, 14 Hwy 30, near the Linn-Cedar County line.
Early Thursday afternoon, the Cedar County Attorney filed criminal misdemeanor charges of animal neglect against the 24-year-old Lloyd. She was not arrested and issued a summons to appear in court on the criminal charge April 30th.
Neighbors tells TV9 they had complained often about conditions around the barn and small pasture. They cited numerous times when horses housed on the property got loose and wandered near the highway.
Stirling Benz, Cedar County Attorney, would not comment on the conditions that led to the issuing of a warrant. That warrant is sealed in courthouse records until a disposition hearing that will likely be scheduled for Thursday, April 30th in Tipton, the same day as Lloyd's criminal hearing.
Property owner Janie Lloyd called TV9 by phone Thursday afternoon. She called Thursday's seizure part of an ongoing issue with some neighbors in the area. Lloyd accused the neighbors of harassing her and claims some even came onto her property without permission. Lloyd also denied any animal abuse charges, saying she has purchased some horses with health problems and "had poured tons of money into the horses" to try to help them recover.
A disposition hearing is a civil matter in which authorities will attempt to convince a judge that animals or livestock are being neglected. The hearing could also determine who should care for the animals and who will have to pay for that care. Benz said any disposition hearing is separate from the single criminal charge filed.
