DES MOINES (AP) - IBM plans to announce the opening of a new technology service delivery center in Dubuque, a move the company says will bring 1,300 jobs to northeast Iowa.

Gov. Chet Culver is expected to join IBM and local officials at the announcement on, which is scheduled for 10:30 a.m. on Thursday at the Grand River Center in Dubuque.

IBM spokesman Jim Larkin says that the new facility will be a key part of IBM's global delivery network and will help keep its clients up and running.

Culver says the new facility backs up Iowa's claims as a hospitable place for businesses to locate and says he's pleased about the number of new jobs the project will bring to Iowa.
