Inmate Escapes From Work Release, Quickly Captured

WEST UNION, Iowa (AP) - State corrections officials say a man convicted of second-degree murder who escaped from a residential work release facility in West Union has been captured.

Officials say Jeffrey Chamberlain was placed on escape status on Saturday morning after failing to return from his job. He was transferred to the work release program in May.

Records show that 36-year-old Chamberlain was convicted of second degree murder, first-degree robbery and first-degree attempted burglary. He began serving his sentence in June 1990.

He was captured the same day he escaped and was being held in the Fayette County Jail.

Work release is just the last stage of certain jail sentences. I've worked with many people on some form of work release (although for lesser offenses than this guy) and within 6 months they are released on probation into the public, free of anything more than the most basic parolee supervision. Remember this guy started serving his sentence in 1990...18 or so years ago...sounds like his time in the state's bed and breakfast was about up anyway.

I don't think 2nd Degree Murder is a "slight mistake". And considering that if he would have been arrested for having a JOINT he wouldn't be eligible for work release at all, but killing a HUMAN BEING makes him eligible, I'd say something is seriously screwed up in that jail.

Work release should never happen, for anyone. Break the law, go to prison, and serve your time. Its a joke. Society puts them away, because they are unsafe to be in society, and work release puts them back where we don't want them. The only work release should be guys chained together in a long line about 50 long, picking up trash along highways.
