DUBUQUE (AP) - Dubuque dropped 15 spots in a national economic survey of small cities.

The Milken Institute/Greenstreet Partners 2008 Best Performing Cities Index dropped the Dubuque metropolitan area to 54th from its former spot at 39th.

A research analyst says Dubuque slid because of slow job growth.

The John Deere Dubuque Works and Flexsteel Industries plants were among the larger employers to cut or transfer jobs this year.

The slow job growth mirrored a nationwide slowdown, with the unemployment rate at a five-year high.

The best-performing small city was Midland, Texas.
