Part-Time Council Tackles Full-Time Challenge

CEDAR RAPIDS - Since the flood, the entire Cedar Rapids City Council, including Mayor Halloran, have been putting in some long days, sometimes working 18-hour shifts.

After recent criticism of the council, and especially of the mayor, KCRG-TV9's Justin Foss looked for some context.

Last week TV9 asked the city to let us see the mayor's schedule, here it is, for the last 14 weeks, Mayor Halloran has been averaging nearly 30-hour work weeks, at least.

You might not think that sounds like a lot, but remember, she's only considered part time.

Since Cedar Rapids changed its form of government three years ago, and hired a city manager, all of the city council members and mayor are considered part time. Council member Chuck Wieneke says it's been anything but that.

"I would say easily, call it a part-time job before the disaster struck." Since then? "It's not hard to spend 30 or 40 hours a week or more," said Chuck Wieneke, Cedar Rapids City Council.

Looking at the Mayor's schedule, she's in meetings all day, sometimes those meetings start at 7 in the morning and the day isn't over for another 12 hours. Those numbers don't include interviews and meeting with residents and unplanned meetings.

Lee Clancey was on the commission that formed the new style of government, she says the city left the old one because people wanted something more efficient.

"We are now expecting our council and mayor to do far more than it was ever anticipated they would do when we changed the form of Government," said Lee Clancey, who helped form the new government.

Wieneke adds the city wouldn't be this far along in the process if all the city council members weren't putting in those long hours.

When the commission organized the new form of government, they set a goal for how many hours they were expecting the council, including the mayor to work.

The Cedar Rapids city council has nine members. All Cedar Rapids voters choose the three at-large city council members and the mayor.

The remaining five council members are elected by voters of their district. All nine positions are part-time.

The mayor is paid almost $32,000 per year. City council members are paid nearly $16,000 per year.
