UI Hospitals and Clinics Flooding Information - 6/15/08

Road closings, routes to UI Hospitals and Clinics:
With I-380 closed between Swisher and North Liberty, there are a couple of options from the Cedar Rapids area:
Take Route 151 South to Amana, West on 220 to West Amana, continue west on F15, south on V66 (through Marengo) to I-80 East to Iowa City.
OR
Take I-380 to Wright Bros. Road, to Ely Rd, to Seven Sisters Road, to Polk Ave., to 140th St., to Hwy 1, to Iowa City. Some of the roads are gravel, but county road crews will be monitoring those ensuring they are drivable.

IF Burlington Street Bridge and Benton Street Bridges are closed:
Staff and faculty living on the east side of the river can use the following alternate route: Take Dodge Street to I-80, to Highway 218 South, to the Melrose Avenue exit
At this time it is predicted that the I-80 Bridge will remain open through the crest of the flood.

Because of road access issues between Iowa City, Cedar Rapids and the Quad Cities, nurses and other essential patient care staff who live in the Cedar Rapids and Quad Cities areas are being assisted with transportation into the hospital for their shifts. Call 319-384-5555 if your job is essential to patient care for help getting to work. Please contact your supervisor if you have questions.

Melrose Avenue traffic issues
With Melrose Avenue potentially carrying the majority of traffic into UI Hospitals and Clinics, officials are asking:
- University Heights Police to arrange for traffic control, especially for morning and evening commutes.
- Staff members who park in Carver-Hawkeye, Dentistry, Ramp 3, Ramp 1, Kinnick (Lot 43), and even the Newton Road Ramp to turn into the Finkbine Access Road off Melrose and proceed through to Hawkins Drive to access their lots.
- Staff members who do not have assigned lots, but need to drive in should park in the Hawkeye lot (off Melrose Ave.). They will not be ticketed. Buses from the lot to UI Hospitals and Clinics will operate from 5:10 a.m. until midnight on the following schedule: every 15 minutes between 5:10 and 6:30 a.m.; every 8 minutes between 6:30 and 8:30 a.m. and then every 15 minutes until 3:30 p.m.; from 3:30 p.m. until 6:30, every 8 minutes; and after 6:30 every half hour until midnight.
- Staff members to car pool or use other alternative means, such as public transportation, biking and walking to get to work if possible. At this time Coralville and Iowa City buses are expected to be running on Monday, although they may be delayed. West side bikers can check out open routes on http://www.bikely.com/maps/bike-path/152498
- Where possible departments are to stager their starting and ending shifts—for example, having staff arrive for work at 7, 8 and 9 a.m. and then leave at 4, 5, and 6 p.m.

However, with only one entrance road to UI Hospitals and Clinics, delays will be inevitable, staff are asked to plan for that and allow for additional travel time.

Security
There have been reports of people posing as National Guard, FEMA, or other emergency representatives, seeking access to buildings. If you receive a request from someone claiming to be from one of these agencies, refer them to Safety & Security, 356-2658.

Emergency housing for staff
Hillcrest Residence Hall is available for staff to use when they are unable to return home due to flooding. Please call 335-9168, which will connect you to the Hillcrest Desk to reserve space. Please advise them when you expect to arrive. Upon arrival you will be expected to show your UI Hospitals and Clinics ID badge, fill out a form, and receive a key to a room. You will have linens and a comfort pack with toiletries.

General staffing situation
UI Hospitals and Clinics remains open and all staff providing patient care, patient support services, utilities, facilities, security, or other essential services are expected to continue to report for work. Other staff members should check with their supervisors to determine whether or not they should report to work June 16-20.

Inpatient staffing issues
At this time there is adequate coverage of all nursing units. Nurses and other essential patient care staff who live in the Cedar Rapids and Quad Cities areas are being assisted with transportation into the hospital for their shifts. Call 319-384-5555 if your job is essential to patient care for help getting to work. Please contact your supervisor if you have questions. Also, assistance has been offered by Mercy--Iowa City, the Iowa City Veteran’s Affairs Medical Center, and the Iowa Department of Public Health, and assessments continue to be made about the need for such assistance.

Clinic appointments
Most clinic appointments are being canceled next week, June 16-June 20. Clinics will maintain a skeletal crew for patients with urgent needs. Patients are being contacted and will receive assistance in re-scheduling their appointments.

Main OR and Ambulatory Surgery Center
Until further notice, the Ambulatory Surgery Center will be closed. Surgeries will be performed in the Main Operating Rooms and only high priority cases will be scheduled. Leaders there are assessing the situation hourly and will make further announcements as warranted.

Steam supply
FOR UI Hospitals and Clinics -- Flooding has cut off our supply of steam from the university power plant. However, our back up systems are supplying steam to critical areas such as the Operating Rooms, and Central Sterilizing Services. A tanker truck will be on-site to provide a continuous supply of fuel for our on-site boiler. The areas that will be without hot water due to the steam loss from the UI are: General Hospital, Boyd Tower, and South Wing. Patient care areas in those building who need hot water should page Becky Iliff at 3086.
FOR UI Carver College of Medicine – A temporary boiler is on-site and being connected to provide necessary steam for research freezers and other sensitive equipment.

Food Service
With the need to fully staff patient food needs first, Food and Nutrition Services will need to scale back its retail operations due to staffing issues. Only two main dining areas will be open:
Fountain Dining Room from 6:30 a.m. until 7 p.m.
Marketplace Dining Room 7 p.m. until 6:30 a.m.
Quick stop locations may be opened dependant on staff availability. Catering service has been discontinued until further notice.

UI QuikCare and UI Family Care clinics
UI QuickCare – Old Capital Town Center will be closed Monday through Wednesday. Patients can be seen at the UI QuickCare Southeast Iowa and North Liberty clinics.
UI QuickCare – Southeast Iowa City will be open 8:00 a.m. – 8:00 p.m. Monday through Wednesday
UI QuickCare – North Liberty will be open 5:00 p.m. – 8:00 p.m. Monday through Friday
UI Family Care – North Liberty clinic -- regular clinic hours; 8:00 a.m. – 5:00 p.m.
UI Family Care – Southeast Iowa clinic – regular clinic hours; 8:00 a.m. – 5:00 p.m.
All UICMS UI Family Care clinics at Lone Tree, Wapello, Sigourney, Belle Plaine, North Liberty, Southeast Iowa City will be open and all staff should report for work, if possible.

Blood still needed
The DeGowin Blood Center is in need of your help with blood donations because of cancellations of blood drives due to flooding. The most urgent need is for O Neg, O Pos, and A neg and for platelet donors. This is an anticipated ongoing need into next week. Please call the DeGowin Blood Center at 356-2058 to set a time to donate. There will be a blood drive in the 1st Floor Pappajohn Pavilion on Thursday, June 19 that will be able to accommodate hospital staff and faculty. If you are able to donate today, DeGowin has staff available. Most critical need is O Neg. Beginning immediately, staff who are at work will remain on paid time during a donation. Staff must check with their supervisors regarding release time. Staff who are not at work are also encouraged to donate when possible.
