Your City manager has made a great choice for your next Chief. Greg Graham is a hard worker as well as great boss...I know first hand, he was my boss, and he did us proud. Ocala PD

The whole upper administration needs a good house cleaning. The 2 demoted Chiefs Kern and Stephens need to go. Trim the Capt's to two, and the Sgt's from 27 to 12. Think of the money saved. The good ol' Boys are shanking in their boots !

Prosser is leading CR down the path to destruction..., it obviously didn't matter that the civil service had O'Konek as number one and the job was offered to another candidate even before it was offered to Graham. Way to go Commander in Chief "Prosser", the only thing you lack more than intelligence is looks....

I believe the right candidate was chosen. I don’t like Prosser, for the main reason that he has cut budgets and jobs on every level of city government with the exception of his own office. Prosser got this one right. I know a lot of officers and all of them where excited that Bernie Walther was not chosen. All of these officers are now waiting for him to move on or retire. Get the hint Bernie!

Did anyone see the part that said the majority of the officers wanted someone from the outside? What does that say about the internal candidates? I think alot. Why are these internal candidates not in the running for other chief jobs? when was the last time someone from the CRPD was a candidate outside the dept? lets face it the crpd really has not produced any leaders and maybe it is time for someone from the outside to change that.

Did some of you that had complained on this message board ever think that maybe the most qualified person for the job was hired? Also, did you ever think that maybe there was a committee that had made this decision and Prosser was just the messenger? I would hate to see the status of companies such as Rockwell and Aegon if all they did was hire locals and not look for the best canidates nationwide. Wake up Cedar Rapids we are not Mayberry. Good luck CRPD

I seen what happens when you bring in an outsider to run a department. Just look at the Eastern Iowa Airport. The new director has fired about half of his staff. Just not a good choice.

I have lived in Cedar Rapids my whole life. I am very concerned about this hiring an outsider to take over our Police Forces. Personally,I beleive to hire from within, someone who is familiar with our community. What ever happened to "you get what you earn?" Bottom line is I feel like we let some great local candidates down. If I was to choose Bernie Walther would have been my choice. Hard worker, great father, role model, model citizen. I am interested in Prosser's justification for this hire

As far as there not being any internal qualified applicants...sure there were. Whether you like Prosser's decision or not, it's time to bring change. Change is not always a good thing, time will tell. But change is NEVER easy. It has to be a give take relationship. As long as people are willing to accept change and work TOGETHER, change will be good. I'm sorry that the internal candidates didn't get the job, but new blood = new ideas, new attitudes, new results. PATIENCE CITIZENS!

So to all of you that complain about officers not doing their job and the 'bad apples on the dpt', do you folks have a job? Do you or don't youhave people that don't all pull their weight? no matter where you are or what you do, you have that problem. Why? Because we are all humans. Not robots programmed to perform. Where I work, there are bad apples too, questionable things. It's part of life. Even the governor of NY made some mistakes. Ones he knew were wrong and illegal. IT HAPPENS.

i am sure the new chief is qualified, but why are we not hiring within? there are plenty of qualified people here that would do a great job. this is going to create problems in our cr force that we do not need....

I'm a transplant to IA. Before moving here I was not a police officer but did work for a PD. It was a very bad year for morale the year we had an "outsider" come into the dept as the cheif. He was not received well and no one from the PD respected him as he did not respect us. There are politics within every job. There are decent cops and their are lousy cops. There are good/bad in all walks of life. From my own experience not promoting from within is a morale buster...bad idea.

People are saying that CR is not open to outsiders. I know one of the local candidates is a transplant from Minn. He has worked hard and come through the ranks. We need to look for local candidates. Not bring new people into high positions, that local people have worked hard and are qualified for.

Good luck to the new chief. It is unfortunate that with this form of government, the City Managers are given far too much power. Some city managers don't know the first thing about police dept. operations, but like to force their power. Unfortunately, it will take months for the new Chief to find his own way, because the first 12 months will be spent bowing down to the city manager, and his/her vision. It will be years before we see if it was a good choice!

Pay raise next? Anyway. There are some bad apples in the CRPD. The real police officers know who they're too. Apples? The ones offering rides to women when bars close in downtown C.R. Role models? Nice guys? Yeah right. Seen it way too many times. Great job for most of the CRPD though. I've heard advances, threatening men, threats of force etc. Get real this isn't the Army. I served my country too!

It is about time they get someone different in there whether they are from Cedar Rapids or from another state. I have seen the cops come to incidents plenty of times in this town and don't do their jobs like they are suppose too. All they want to do is drive around and look important. I give more credit to the Firefighters and EMT's in this town. At least they know how to do their job.

good, maybe you can explain to everyone what exactly the police around here should actually be doing for their "job" because i'm quite confused by your lack of intelligence...

What?!? CRPD / LCSD doesn't have anyone internally qualified? Do you know how poorly this makes the administration look? By not having someone internally qualified, having to look outside CR, basically tells me one of two things...one, poor leadership, two, we've got bigger problems within the department and we can only solve it by going outside. Either way you look at it...Sad, sad, sad.

For the most part the CRPD does an excellent job. There are a few bad apples, but that is going to happen in any field. Look at the great work done in sending the Bentley brothers away for life. Neither of them will ever see the light of day thanks to the CRPD. I'm sure that Mr. Prosser gave very careful consideration in the hiring of the new chief. I'm confident he will work out well. Show a little appreciation in stead of crying over spilled milk. Have a nice day.

With the lazy Cheif we have had maybe the police will start to actually do their jobs instead of looking the other way like they do now. Ever tried to get the police to do their job? Its almost impossible.

Prosser just doesn't get it. It has been approx 30 yrs that the Police did not promote from within. What's the point of working hard hoping to get promoted when, in the end, Mr. Not-From-CR Prosser is going to hire someone out of town. I guess now we're going to have to buck up to relocate this guy from FL to CR. I hope his salary reflected this added cost, but knowing Prosser the guy probably got a bonus. Thanks, Prosser. That sucking sound you hear is you sending CR down the drain.
