Cedar Rapids - A second man is charged in a sweepstakes scam targeting an elderly Iowa woman.
George Bing Tonks, of Brooklyn, New York, was charged with 19 counts of fraud for calling a elderly Clutier woman and telling her she won a large cash sweepstakes.
Tonks informed the woman she needed to pay taxes and fees before the prize could be sent.
Stacey DeFillippis, another participant convicted in the same scheme, was sentenced to 33 months in jail nearly a week ago.
