4/9/2009 - Just released by the Downtown District:

Parking Ramp Victory for Downtown Cedar Rapids

In response to years of requests for free and open ramps during downtown nighttime and weekend parking, the Cedar Rapids Downtown District has news of success. Effective immediately, the 3rd, 4th and Ground Transportation Center parkades are free and open to the public after 6 p.m. Monday through Friday, and on weekends. The City is working on temporary signage to indicate the ramps are available and free for public use.

In other parking improvement news, the City has expedited its process to fix the elevators in the 3rd Avenue parkade – work is estimated to be completed by mid-July, with the 4th Avenue elevator up at the end of July, and GTC up mid-August. The City has also officially completed construction in the Five Seasons Parkade and is scheduled to reopen the closed portions later today.

The Downtown District tells me they've been working on this for a long time.
