Dubuque Contractor Pleads Guilty to Hiring Illegal Workers

DUBUQUE, Iowa - A Dubuque contractor pleaded guilty Friday to conspiring to harbor illegal alien workers.

According to court records, between the fall of 2009 and June of 2011, Thomas Kehoe, 54, conspired to recruit and hire illegal alien construction workers to perform roofing work for Kehoe's construction company, Always On Time Construction.

Kehoe allegedly encouraged an illegal alien worker from El Salvador to recruit workers to work for his company. Kehoe hired as many as 20 illegal alien workers.

Kehoe faces 10 years in prison. As part of an agreement reached with the government, he will also forfeit assets used during the time illegal activity took place.

Kehoe was released on bond after appearing Friday in federal court in Cedar Rapids. A sentencing date has yet to be scheduled.
