CEDAR RAPIDS - Cedar Rapids is ready to spend some of the local option sales tax money it's collected since April, but not all flood victims like the plan.

Wednesday night, the city council approved using $3-million dollars of that money to rehab flooded neighborhoods.

Some flood victims at the meeting protested plans to filter sales tax money through non-profits. But many more spoke out in favor of programs like block-by-block, which focuses on rebuilding the city one block at a time.

A flood damaged block on Cedar Rapids' Northwest side has almost been totally restored with a little help from the block-by-block organization.

"Money that we have is matched up with volunteers. The volunteers are very focused in moving things forward. It's also matched up with other companies that have come up and said they want to give us discounts or good deals," said Clint Twedt-Ball.

Over the past few months, the group has helped dozens of families get their lives back.

"With the help we've received we've gotten a lot more done faster," said flood victim Dave Portz.

Now block-by-block plans to ask the city for some local-option sales tax money to keep the program going. But some flood victims argue non-profits should not get any of that tax money.

"I'd feel more comfortable with someone like Justin Shields, Jerry McGrane or the Council itself hiring someone to take individual looks at each individual need," said Dan Miller.

The council plans to develop a program to address individual homeowners needs too. But right now, only organizations can apply to get local-option sales tax money.

A group of landlords also protested, saying they want some of that money, too.

The city won't actually start writing checks to organizations until the middle of next month.
