WATERLOO, Iowa - Two people are in custody after a stand-off in Waterloo Thursday morning.

Waterloo Police officers were called to 1028 Lincoln Street at 11:30 a.m. Thursday for a report of two subjects breaking into a home. Responding patrol officers immediately took Jamal Pursley, 18, into custody, but Michael Carter, 22, refused to leave the residence.

Officers formed a perimeter around the home to keep others in the neighborhood safe while additional officers, including the Tactical Unit and Negotiation Team responded to the scene. Police were eventually able to get Carter on the phone and convinced him to surrender.

Both men face second degree burglary charges. Pursley could also be charged for carrying weapons.
