CHELSEA, Iowa — A small town in Tama County is once again under water.

As of Friday, most residents have relocated and getting around town requires a boat ride.

Residents were offered the chance to move to higher ground through Federal Emergency Management Agency assistance after the floods of 1993, but many decided to stick it out.

"We wanted to live here because we wanted to raise our kids in a quiet environment, you know. This is our town," said Mayor Leif Morris.
