CEDAR RAPIDS - A southeast Cedar Rapids neighborhood has been plagued with a bad reputation. But the Wellington Heights Neighborhood Association says crime is down and things are looking better in the area. We show you how the Association is working with the city and other groups to make some positive changes for a better neighborhood.
