IOWA CITY – State lawmakers have several big issues to tackle this legislative session.
One of the more interesting proposals involves requiring people to pay to ride their bikes. An eastern Iowa senator is pushing the bill. Senator John Putney wants bicyclists to be licensed. The Tama republican says the measure will help pay for state infrastructure. But as you might guess, cyclists have plenty of questions.
The political wheels are greased and the state legislature is ready to roll. One bump in the road is a possible fee for riding a bike in parts of the state. It is a required driver’s license for riding on highways and secondary roads. Cyclist Jason Hicks said, “You have a driver's license, you should be able to ride a bike, I hope. That’s ridiculous. Do I have to ride my bike around the block with a little old lady?"
Obviously, bike enthusiasts are not so enthused with the proposal. Senator Putney suggests a $10 license and a $10 fine for getting caught without it. The money would go to the roads use tax fund. He said, “This group of people should want to contribute to making a safer environment and infrastructure for their particular cause."
Putney says the license will not be required for riding in neighborhoods or in big events like RAGBRAI. The senator sees this as an opportunity to have people who bike on highways to help support them. The cyclists see this as something else, entirely. The owner of World of Bikes in Iowa City Ryan Baker said, “There needs to be more bicycle education and rider education, but it doesn't seem that's what this bill is all about."
The legislature has not even gotten into high gear. This pedal pushing proposal is just in the first stage of its race. Putney says the DOT will track who is registered. First I do not think that i understand why when there is such a push for adults and children to get out and exercise this senator wants people to pay to exercise (and be green while doing it).Are we really going to expect people who live in the country to pay to use roads that are dirt and gravel. I agree with Ryan Baker, there needs to more education for bikers. I don't think just because they have a driver's license (and I am guessing some bikers don't even have one) that it makes them capable of riding a bike on a highway safely. People riding motorcyles need to have a separate license, so do bikers. But if it is all about making more money, then just paying for a bike license won't do any good!

People should be encouraged to ride a bike and this TAX bill would do anything but that. When Iowa charged people to go into state parks the park attendance went down and I see this doing the same thing with biking. If anything bikers should be given a rebate from the state for saving the roads and gas also. We have finally found another way to give law abiding citizens a way to be criminals when they refuse to get this licence. Out of staters would be exempt however. Thats nice of us.

If he really wants to extort more money from the citizens of Iowa to pay for more state spending, surely he can come up with a better way than this. I believe that no bicyclist should be allowed to ride on a road intended for motor vehicle use! Unless there is a designated bike path that is part of the road but not in the vehicle path. I've seen just as many law breaking bike enthusiasts on the road as not. I've witnessed many of them riding 2 or more abreast and many not stopping at stop signs. These riders are giving the curtious and law abiding ones a bad name. It does not however deminish the fact that these infractions still occur.

It seems this proposed paper license is not going to pay for bicycling rather than cars. I would be happy to pay more tax or car registration fees to maintain the roads. The financial impact that bicyclists would have would be minimal. This is a bicycle inhibiting law designed to get bikes off the roads. Government should promote bicycling rather than hurting it.

Thanks Paul S. and Amanda.. as I read all of these comments all I could think about is that patch of Dubuque Street between Iowa City and North Liberty where they recently spend some millions of dollars putting in a bike path and come summer.. bicyclists are STILL on the road. The bicycle road-use tax won't do any good, and it wont pass.. lets do something about those bicyclists who think they are above the law and ride wherever and however they please(blowing through red lights and stop signs)

the reason people don't ride on bike paths is because the ones that exist now are too out of the way. some people ride as TRANSPORTATION, that is, to go back and forth to work, and the ideal way to get there is on roads. This is ridiculous. Maybe the state should come up with Group Rides and education events to raise donations to improve the "infrastructure" this senator talks about. Maybe come up with themes for interesting ride areas in Iowa. I do not agree with taxing (what this is) a cyclist for riding on a highway or secondary road. Generates probably as much revenue as anything in this state. Sounds California has come to Iowa, if it is usable tax it. i normally do my bike riding on trails, just because i think many drivers in CR are for the most part bad drivers, and don't pay that much attention. now, if this $10 was to be used to build bike paths on the main roads/highways, i would be happy to pay.. that would be the only way i could see making riding on the highway a safer environment.

During the summer I have to take an alternate and longer route home from work because there are so many bicyclists riding down the middle of the roadway. If they have have to take a course or pass a knowledge test on appropriate roadway useage to get the license, I'm all for it. Some of the comments here are a little absurd. Isn't it an ELECTION year??? Maybe it's time that some of our elected officials find new jobs and some of the people who comment on this site run for their office. Good new blood can do wonders for our state. It's our right and responsibility to question and offer answers to the problems we see, ie. licenses for bike riders. If they need to raise a little more money then look at paying a fee for registering each bike and give them a tracking number in case the bike gets stolen trace it then.

Instead of a license, why not a registration like for boats, ATVs and snowmobiles. I don't think it would be necessary for children, but if you are riding you bicycle to and from work, along city roads, trails, rural roads, why shouldn't these cyclists share in the maintenence of the roads. Say $5 a year and put a sticker on your bycicle. Hey it may help recover stolen bicycles, as well as keep track of those cyclists cited for NOT following the rules of the road. Rules apply to cars AND bikes.

I think this is a good idea - in cities like Iowa City, bikes are a hazard to have on the road along with cars because so many cyclists don't know the proper hand motions for signalling to drivers which way they are turning or if they are stopping. Cyclists on the road should be responsible for knowing the hand motions and need to be tested to demonstrate that they know the rules of the road, just as drivers do, if they're going to be alongside traffic.

Has this politician looked around Iowa lately? Most Iowans range from over-weight to grossly over-weight. Getting out and riding a bike is a form of exercise that can be enjoyed by almost anyone despite age or ability. I am in favor of sharing the roadways but this is downright absurd. Great idea ... I know the city owns my sidewalk but I think I am going to start charging people who walk on it. They keep stressing the concrete out with they sneakers. The issue is not the fee for the license, but rather some sort of control is needed for the bicycles on the highways. Many times I see bicycles on the roads, they don't obey the rules of the road. Run lights, stop signs, ride down the middle of a 55 mph road, side by side, or worse in large groups. And I don't mean bike races. Purely unsafe acts making a hazard for cars and themselves. So with that said something needs to be done.

If they really want this legislation to go through then, maybe they can help the bikers out and put in the bike lanes so they are not on the highways. I agree with the quote from the World of Bikes Owner in the story. There does need to be more bicycle and rider education. All to often I'm run off of the sidewalk bicyclist or have someone on a bike come up from behind without saying a word and startling both myself and my dogs. I have more respect for the bicyclist who do obey the rules of the road and stop at the stop signs and lights then those bicyclist who have no respect for anyone. FYI I too do ride a bike and obey the rules.

If solar panels and energy efficient home appliances deserve credits shouldn't I get paid from saving CO while riding!! If cyclist were taxed for their impact to roadways, shouldn't SUVs pay more tax due to their heavier weight impacting the road more so than a light-weight car.
