Iowa Attorney General Clears Waterloo Police in Officer-Involved Shooting

WATERLOO, Iowa (KCRG-TV9) The Iowa Attorney General's office is clearing all Waterloo police officers involved in a shooting that injured a suspect.

The Waterloo Police Department asked the Division of Criminal Investigation to look into an officer-involved shooting that injured Brandon Seeley on Nov. 2.

Waterloo police say they had an arrest warrant for the 24-year-old for a parole violation. Police also believed he had meth.

The DCI investigation revealed Waterloo police officer Bill Herkelman tried to stop Seeley while he was in his car, but Seeley didn't stop. Then, the DCI said Seeley led officers on a high-speed chase through residential neighborhoods in Waterloo.

Seeley drove into a law firm's parking lot, and was partially blocked in by Herkelman's marked police car, according to the report. When Seeley tried to back around the police car, a Waterloo police officer from the drug task force walked up on foot.

The officer had on street cloths, but was wearing a badge, the report said. DCI said Seeley didn't obey the officer's commands to get on the ground, and instead drove toward the Waterloo police officers. The officer fired four shots through the driver side window, three of which hit Seeley.

Seeley drove away and led police on a high-speed chase before stopping at a home, where police took him into custody.

A review of the DCI report by the Attorney's General Office determined the officers involved did not break the law. The report withheld the name of the officer who fired the gun.
